The May 12 letter, which was partially redacted and addressed to Loretta A. Preska, the chief judge of United States District Court in Manhattan, and George A. Yanthis, the magistrate judge assigned to the case, sheds new light on the actions of the federal authorities after the May 3 arrest at Kennedy Airport of the Pakistani immigrant, Faisal Shahzad.
